Conditions of use for vehicle and visitor parking permits -

(Virtual Parking Permits issued via Mipermit Portal)

 

  1. The permit is valid for the lengths of roads as defined in the above Orders. The Conditions as set out in the relevant Orders will be the definitive conditions at all times.
  2. There is a non-refundable charge of £40 per annum per permit for a vehicle specific residents parking permit and visitor permit. Albert Road, Boat Lane, Masters Close and Priest Lane are entitled to 1 resident permit and 2 visitor permits. Littleworth/West Street, Swan Lane and Worcester Road are entitled to 1 resident permit and 1 visitor permit.  

  3. A vehicle registration document or valid motor insurance document and proof of residency is required for the issue of a residents’ or business permit. If a visitor permit is required, proof of residency will need to be provided.

  4. The vehicle permit holder must be the registered owner or keeper of the vehicle for which the permit is issued.

  5. The permit does not guarantee that a parking space will be available.

  6. The permit must be purchased through the MiPermit portal, and you must have received confirmation the permit is valid for use before using the parking space.

  7. The permit must be cancelled immediately if the holder ceases to reside at the property for where the permit was issued. The council reserves the right to cancel any permit if they believe the holder has ceased to reside at the property for where the permit was issued.

  8. It is the permit holder’s responsibility to ensure that if a vehicle registration has changed, all registration details are complete and the appropriate evidence is provided before parking in the parking space via the MiPermit portal. Failure to do this may result in a Penalty Charge Notice being issued.

  9. It is the permit holder’s responsibility to ensure that all registration details are complete when registering a visitor permit for that parking space before the vehicle is left in that space.

  10. The permit(s) is issued for a period of twelve months. The permit(s) will automatically renew after 12 months. Permit holders will be issued with a reminder email that their permit will automatically renew. Permit holders do have the option to cancel the renewal before it is processed.

  11. Parking permits can only be obtained by application through the MiPermit portal.

  12. Payment will be held until documentation has been verified. An email notification will be issued in the event there is a problem with your application. Please note you will need to resubmit your application with the correct information and make alternative arrangements for parking if you do not have a valid permit.

  13. Albert Road and Worcester Road – Where applicable, without a permit you will only be permitted to park for a limited period, as indicated on the applicable road signs. Boat Lane, Littleworth Street, West Street, Masters Close, Priest Lane, Queens Road, Swan Lane and Worcester Road are designated resident zones and therefore no parking is permitted unless a valid permit has been obtained and approved.

  14. As the areas concerned are adopted Public Highways, a valid parking permit, does not override the need for all vehicles to have a valid Road Fund Licence (Road Tax), Insurance and where applicable, Vehicle Test Certificate (MOT).

Temporary Suspension of Parking Place

Wychavon District Council (being a District Council for the purposes of Section 2 of the Local Government Act 1972) (“the Council”) is exercising its powers pursuant to the Wychavon District Council Off-Street Car Parks Order 2021 (as amended) (the Order) to Suspend a Parking Place.

Whereas the Council is satisfied that the suspension of the Parking Place should take place to allow Evesham Angling Show.

Now therefore the Council, pursuant to its said powers, hereby orders that on Saturday 24, Sunday 25 and Monday 26 August 2024 the Crown and Viaduct Meadow car parks will be suspended from that Order and will be used exclusively for the Evesham Angling Show, at which time charging will be at the discretion of the organisers.

The event organiser is reminded that they are responsible for the event in its entirety which will include implementing, managing and staffing the event.

This may include charging of vehicles to enter the event.

Access must be maintained for emergency service vehicles at all times.

Temporary Suspension of Parking Place Guidance

The Wychavon District Council Off-Street Car Parks Order 2021 (as amended) (the Order) contains the provision:

Part IV SUSPENSION OF PARKING PLACE

Clause 23 (inter alia)

(f) to enable the Parking Place to be used for or in connection with civic ceremonies or for road safety religious charitable sporting or educational purposes.

(h) for any other purpose which the Council thinks fit.

Our power to Temporarily Suspend a Parking Place

Wychavon District Council under the provisions of the Off-Street Car Parks Order 2021 (as amended) (the Order) may suspend the use of  a Parking Place as considered reasonably necessary.

How to apply for a Temporary Suspension of a Parking Place

You need to make your application at least four weeks before your event.

For a new or major event, that will be taking place on any Wychavon owned car park, a longer consultation period will be required. You should contact us as soon as possible before planning your event. Failure to apply in time may mean your application is refused.

To apply for a Temporary Suspension of a Parking Place. You need to do the following things:

  • Fill in the online application form
  • Make sure you attach a plan outlining the area of the car park you wish to use.
  • The dates required.
  • Please detail any setting up and dismantling/removal dates after the event.

Car Park Order Suspension of Parking Place application fee

When applying for a Temporary Suspension of Parking Place you will need to pay:

  • £ 100 for a single application

Processing your application

Once we have received the fee and necessary documents, we will obtain the approval in writing of a member of the Senior Management Team/the Deputy Chief Executive/Chief Executive to the closure. In the event of a refusal to approve the decision of the Chief Executive is final.

If there are no objections, then we will grant the Suspension of a Parking Place.  If objections are received, we will try to work with you and the objecting party to reach a compromise.

If your application is not approved, we will refund your payment.

Standard Conditions

Once your Suspension of a Parking Place has been granted, there are standard conditions you must comply with.

  1. The Suspension order notice must be displayed 7 days in advance of the event and taken down immediately afterwards.
  2. Barriers and signage indicating the Suspension of the Parking Place and the Parking Charges must be displayed clearly.
  3. Generally, the police will not undertake to attend any event, and it is the responsibility of the organisers to manage the event in its entirety.
  4. Wychavon District Council accept no liability whatsoever for the use of the Parking Place. The applicant is therefore advised to ensure adequate insurance cover is obtained.
  5. Public Liability Insurance must be in place for the event and a copy of the policy schedule provided to the Council with the application.

Japanese knotweed (Fallopia japonica)

Photo of Japanese Knotweed close upJapanese knotweed (Fallopia japonica) is an invasive weed that spreads rapidly. In winter the plant dies back to ground level but by early summer the bamboo-like stems emerge from rhizomes (rootstalks) deep underground to shoot to over 7ft, easily suppressing all other plant growth.

Japanese knotweed can sprout from very small sections of rhizomes, so digging out or around the immediate area will potentially cause the weed to spread.

Under the provisions made within Schedule 9 of the Wildlife and Countryside Act 1981, it is an offence to cause Japanese knotweed to grow in the wild.

Other invasive weeds

Giant Hogweed

Giant Hogweed is an invasive plant species and can be found throughout much of the UK, especially colonising riverbanks where its seeds are transported by the water.

Please do not touch the plant. The sap of giant hogweed can cause burns.

If the sap gets onto your skin, then you are exposed to sun, your skin can blister badly, and blistering can recur over months and even years. This is known as phytotoxicity.

Avoid brushing through patches of giant hogweed and exposing yourself to plants which have been cut which might cause you to get sap on your skin.


How to identify?
Green stem with purple blotches

Stems: Green with purple blotches and stiff, white hairs. Stems are hollow with ridges.

Leaves: Up to 1.5m wide and 3m long and is deeply divided into smaller leaflets. The leaves have irregular and very sharp or jagged edges. The underside of the leaf is hairy.

Flowers: Appear in June and July and are small, white and are clustered on umbrella-like heads known as umbels that can reach a diameter of 60cm.

Gritting

Weed spraying and verge maintenance

We start weed spraying in April and finish in September, and have a small dedicated team who do all the residential areas throughout Wychavon, all the towns and nearly 100 villages.

The grass on verges (land between road and pavement) in the towns of Evesham, Droitwich and Pershore are cut by us, as we act as an agent for Worcestershire County Council Highways. If you have any queries on grass cutting in these areas please call our Client Services team 01386 565018.

All trees on verges and verges in rural areas are cut by the County Council. If you have any queries on rural grass or trees on any verge you should contact the Worcestershire County Council Highways on 01905 765765.
