Addendum to the South Worcestershire Five Year Housing Land Supply (April 2024)

This addendum has been prepared by the South Worcestershire Councils (SWCs; namely Malvern Hills District Council, Worcester City Council and Wychavon District Council) in light of the amendments to the NPPF on 19 December 2023 and subsequent changes the PPG. Several changes have direct impacts on the SWCs’ 5YHLS. This addendum report will outline these changes in turn and provide an updated housing land supply figure.

South Worcestershire Five Year Housing Land Supply (December 2023)

This report provides a full explanation of the Five Year Housing Land Supply (5YHLS) calculation for the south Worcestershire Councils (SWCs; namely Malvern Hills District Council, Worcester City Council and Wychavon District Council) as required by the National Planning Policy Framework (NPPF). It sets out the housing requirement, delivery to-date and identifies deliverable housing sites for the five year period 1 April 2023 to 31 March 2028. The report includes an appropriate in-depth analysis of sites with planning permission and those that are allocations in the adopted South Worcestershire Development Plan (SWDP) to provide additional evidence about deliverability and to ensure that the supply calculation is robust.

South Worcestershire Five Year Housing Land Supply

(December 2022)

This report provides a full explanation of the Five Year Housing Land Supply (5YHLS) calculation for the South Worcestershire Councils as required by the National Planning Policy Framework (NPPF). It sets out the housing requirement, delivery to-date and identifies deliverable housing sites for the next five years to 31 March 2027.

The report includes an appropriate in depth analysis of sites with planning permission and those that are allocations in the South Worcestershire Development Plan (SWDP) to provide additional evidence about deliverability and to ensure that the supply calculation is robust.

Please note that sections 12.3, 12.4 and 12.5 of the Five Year Housing Land Supply Report 2022 stated 'March 2037', which should have read 'March 2027'.

South Worcestershire Five Year Housing Land Supply (November 2022 Update)

The South Worcestershire Councils (SWCs) have reviewed their 5 Year Housing Land Supply position for 2022.  In the light of recent appeal decisions, the SWCs are now proposing to adopt an individual district approach for the 5 Year Housing Land Supply calculation.  The result is that Malvern Hills has a 5.06 year supply, Worcester City 3.06 and Wychavon 3.68.  These figures will be used as a material consideration in determining planning applications.

The SWCs will continue to publish a joint calculation for information and monitoring purposes and will seek confirmation of this approach through the South Worcestershire Development Plan Review (SWDPR) which is currently out to consultation.  The joint calculation results in 3.94 years of housing land supply across the whole SWDP area.

The full report and supporting evidence is expected to be published later this year.

Authorities' Monitoring Reports (AMRs)

The purpose of Authorities' Monitoring Reports (AMRs), is to report progress on the local plan against the timetable and milestones set out in the Local Development Scheme (LDS), and to assess the extent to which planning policies are being implemented.

The AMR assesses whether policies are achieving their objectives and whether sustainable development is being delivered; if policies have had their intended consequences; whether policy assumptions and objectives behind policies are still relevant; and if targets set in the plan are being achieved.

Ashton under Hill Neighbourhood Plan

Neighbourhood Area Application
Approved 18 December 2015

Wychavon District Council received an application for the designation of a Neighbourhood Area by Ashton under Hill Parish Council on Tuesday 3 November 2015. The four week consultation ran from Friday 6 November until Friday 4 December 2015, and no objections were raised on the proposed neighbourhood area boundary. The Neighbourhood Area was subsequently approved by Gary Williams, Head of Planning and Infrastructure Services and Councillor Rob Adams, Portfolio Holder for Planning Policy on 18 December 2015.

Design and Access Statements

In this section

The Town and Country Planning (Development Management Procedure) (England) (Amendment) Order 2013 applies to full and outline applications where a Design and Access Statement is required.

  • Applications for major development
  • Applications for development in a designated area (Conservation area, a property appearing on the World
    Heritage List kept under article 11(2) of the 1972 UNESCO Convention Concerning the Protection of the World
          Cultural and National Heritage (a World Heritage Site), where the proposed development consists of:
    1. one or more dwellings; or
  • a building or buildings where the floor space created by the development is of 100 square metres or more.
  • Applications for listed building consent.

Tips for a Design and Access Statement

The statement needs to include an assessment of:

Design The process

  • The statement should show the applicant has assessed the sites full context, including physical, social and economic characteristics and relevant planning policies
  • Demonstrate how account has been taken of the results of community involvement.
  • Show that the scheme has emerged from a rigorous process of assessment, involvement, evaluation and design. The statement should therefore explain the design out come not simply present it.

In detail the following issues will normally require description and explanation.

Use

  • What buildings and space are being used for.

Amount

  • How much would be built on the site
  • The appropriateness of the density.
  • Can the neighbourhood's services support the amount of development planned.

Layout 

  • How the buildings and public spaces will be arranged on the site and the relationship between them and the buildings and space around the site.
  • Demonstrate how the design incorporates crime prevention measures.

Scale

  • How big the buildings and spaces would be (their height, width and length).
  • Explain how this relates to the site's surroundings.
  • Explain how the scale of buildings features fit comfortably.

Landscaping

  • How open spaces will be treated to enhance and protect the character of a place.

Appearance 

  • The visual impression a place or building makes, including the external built form of the development, its architecture, materials, decoration, lighting, colour and texture.

Access

  • The same process should be followed with regard to access. "Access" refers to "access to the development", not just the internal aspects of individual buildings.
  • The statement should explain how access arrangements would ensure that all users would have equal and convenient
    access to buildings and spaces, parking and the public transport network.

Water Management Statements

Local Planning Authorities (LPAs) have a responsibility to take account of water – in both flooding and drainage matters as material considerations in the determination of planning applications for new developments. They are also required to consult with the relevant Water Authority, Environment Agency and Highway Authority, each of whom has a responsibility for giving approval to different drainage proposals.  Wychavon District Council is therefore adopting an integrated approach to water cycle management that aims to manage all of the components of the water cycle (rainwater, stormwater, sewage, ground water, surface water and recycled water) to secure a range of social, economic and environmental benefits.

A Water Management statement is required to accompany all planning applications where water will be used and/or disposed of.  For the full adopted policy SWDP29: for Sustainable Drainage Systems and SWDP: Water Resources, Efficiency and Treatment please refer to South Worcestershire Development Plan.

Statement of Significance - Applications affecting Heritage Assets

In 27th March 2012, the Government published the new The National Planning Policy Framework, which introduces a requirement for applications affecting 'Heritage Assets' to be accompanied by a Statement of Significance.

The term 'Heritage Asset' includes designated assets such as Listed Buildings, Conservations Areas, Scheduled Monuments, Historic Parks, Gardens and Battlefields, etc.

A Statement of Significance will be required before applications can be registered.  This can be incorporated within the Design and Access statement when one is required.

We have prepared a pdf guidance notes (183 KB) for applicants and agents, which sets out the information that should be submitted as part of an Statement of Significance, and where to find that information.

As a guide we have also produced an document Assessment of Significance pro-forma (51 KB)  to be submitted with application with the above constraints. This pro-forma may be included as part of a Design & Access statement and should be supplemented with additional reports, studies, historic information, photographs and any other information where relevant.
