Penalty Charge Notices (PCN)

You have received a Penalty Charge Notice (PCN) or a parking fine because you parked your vehicle in contravention of the parking regulations. The Penalty Charge is reduced by 50% if paid within 14 days of the date of issue, otherwise the original amount is due. Read the Parking Restrictions page to keep up to date with the parking regulations.

Payments can be made by using your Debit or Credit card, on Monday to Friday 9.00am to 5.00pm on 03300 889 686 or 01386 565009. Please have your card with you when you phone.

Postal PCN payment

Send your cheque or postal order to Parking Services Unit, Wychavon District Council, Civic Centre, Queen Elizabeth Drive, Pershore, Worcs, WR10 1PT.  Cheques and Postal Orders should be made payable to Wychavon District Council.  Please write the Penalty Charge Notice number and vehicle registration number on the reverse of your cheque or postal order. Please do not send cash. 

In person

You can take your Penalty Charge Notice (PCN), along with a cheque or postal order to any of our Community Contact Centres.

Your case will be placed on hold until a response is sent.  If your challenge is received within the first 14 days of receiving the Penalty Charge Notice and is upheld, another 14 days will be offered to pay the discounted amount

Non-payment of a Penalty Charge Notice

If full payment  is not received within 28 days of issue, the registered keeper or the person that the Council believes to be the owner of the vehicle will be sent a Notice to Owner.  At this stage, the registered owner/keeper of the vehicle can make a payment or submit a formal representation objecting to the issue of the Penalty Charge Notice. Vehicle keeper information will be requested from the DVLA.

In the event that the formal representation is rejected, the registered owner/keeper can submit an appeal to the Traffic Penalty Tribunal.  They are an independent body and will consider the registered owner/keeper's comments and those offered by Wychavon District Council.

If no payment is received within 28 days of the date of service of the Notice to Owner, a Charge Certificate will be issued and the outstanding amount is increased by 50%.

Continued non payment will result in the debt being registered at the County Court and an Order for Recovery will be sent to the motorist.  At this stage, the outstanding amount has increased by £9.00 and a period of 21 days is allowed for payment or for a witness statement to be submitted.

Failure to pay the outstanding amount will result in the outstanding amount being referred to a bailiff to recover the monies.

It is the responsibility of the driver to make sure that the vehicle is parked according to street parking regulations. We encourage motorists to check the area for road markings and signs before leaving the vehicle, to ensure that parking regulations are followed at all times.

Please be aware that if your vehicle is parked in breach of the parking regulations, you should expect to receive a Penalty Charge Notice (PCN).

Car Parks

The Notice Board in the car park will tell you the conditions of use. Please see below for some of our off-street parking regulations:

Pay and display ticket

A valid pay and display ticket is required for permitted parking in the car parks. The pay and display ticket must be purchased on arrival and must be clearly displayed in the windscreen. We encourage you to purchase a longer parking time to avoid any unexpected delays, if you are unsure of how long you will need to park.

Parking bays

Please ensure that the vehicle is parked within the markings of a bay. Parking over two bays or parking in an area of the car park which was not designed for vehicles to park, may cause problems or be a safety hazard to other motorists.

  • Motorhomes

We appreciate that there may be motorists that would like to park their motorhomes in our car parks. If a motorhome is parked in the car park, it must be parked within two bays and must clearly display two valid pay and display tickets for the duration of your stay. 

  • Designated motorcycle and coach bays

These bays have been designed to accommodate motorcycles or coaches only. The bays are clearly marked to stipulate the permitted vehicle. Parking is free for motorcycles and coaches as long as they are parked in the designated areas. 

On Street Parking

Always check the surrounding area for signs and road markings before leaving the vehicle. Please see below for some of our on- street parking regulations.

Yellow lines

Parking is not permitted on a single or double yellow line during the hours of restriction unless continuous loading and unloading is taking place or a passenger is boarding or leaving a vehicle. The vehicle must not be causing an obstruction and must be parked safely, if loading and unloading is taking place (however not if a loading ban is in place). Always check the street signs for clarification.

Bay Parking

  • Limited waiting bays

These bays are limited to a particular length of time during the hours of operation. Please check the sign for details.

  • Goods vehicle loading bays

For the use of goods vehicles only. The sign will clearly state the times of use and any vehicle that is not classed as a goods vehicle should expect to receive a Penalty Charge Notice.

  • Residents parking bays

A valid permit should be displayed on the dashboard by residents only. Vehicles that are parked in a residents only parking bay without clearly displaying a valid permit should expect to receive a Penalty Charge Notice.

  • Motorcycle bays

Motorcycle bays must remain available for motorcycles only. Any vehicle that has parked in a motorcycle bay that is not classed as a motorcycle should expect to receive a Penalty Charge Notice.

Car Park Season Tickets

Season Tickets are available to buy for use in any of our long stay car parks. You can buy a season ticket for one, three or 12 months use. If you are over 65 then you can buy a season ticket for a reduced price. See our Over 65 Season Tickets page for more information.

Annual Tickets

Annual Tickets cost £400 and can be paid for in full by card, cheque, cash or in monthly instalments by Direct Debit. If you decide to pay by Direct Debit you will need to make one payment of £33.37 in advance when you apply for the season ticket, followed by 11 payments of £33.33. These will be collected on the first of each month. The initial payment may be made by debit/credit card over the phone or by cheque/cash or card at one of our community contact centres or by post (please ensure that a completed application form and direct debit form is received by us).

Once we have received your payment and completed application we will issue your season ticket. Please allow enough time prior to the start of your ticket to avoid any delays.

Quarterly Tickets

Quarterly season tickets cost £100 and are available to start on the following dates:

  • 1 April
  • 1 July
  • 1 October
  • 1 January

Monthly Tickets

Monthly tickets cost £40 and start from the first of each month.

Season Ticket Terms and Conditions

  1. Season tickets are not valid in any of the council's short stay car parks
  2. Season tickets do not guarantee a parking space
  3. All applications must be received 7 days prior to commencement of season tickets to avoid delays
  4. Failure to display a valid season ticket may lead to a Penalty Charge Notice as set out in Wychavon District Council (Off Street Parking Places) (Consolidation) Order 2004
  5. There are provisions for refunds to be made on unexpired periods of Annual and Quarterly tickets.
  6. The council reserves the right to vary all season ticket prices
  7. An administration fee will be charged for replacement tickets.

Applying for a season ticket

If you are applying for an Annual, Quarterly or Monthly Season Ticket and will be paying the full cost in one go by card, then you can apply using our online portal.

If you are applying for an Annual Season Ticket and would like to pay by Direct Debit then you will need to fill in the application form and then print off, sign and return the Direct Debit form to us.

Please note, your Season Ticket will not be issued until the signed mandate has been returned and the first payment of £33.37 has been made. Full instructions are available on the application form.

Reserved parking

We manage ten dedicated parking spaces in Oat Street in Evesham.

These spaces are ideally situated for either local residents or town centre business users who need guaranteed availability of a parking space. Each parking space cost £156 for six months and is protected by a lockable security post.

Over 65 Season Tickets

Car Park Season Tickets for residents over 65 years are available for a reduced rate of £100.00. Season tickets are available for use in any of the following Long Stay car parks in Wychavon:

  • Abbey Park, Pershore
  • Civic Centre, Pershore
  • Bewdley Street Evesham
  • Burford Road, Evesham
  • Viaduct Meadow, Evesham
  • Crown Meadow, Evesham
  • Milestone Ground, Broadway
  • Shear House, Broadway
  • Friar Street, Droitwich
  • Saltway, Droitwich
  • Lido Park, Droitwich
  • Broadway Station

Terms and conditions

  1. Season Tickets are NOT VALID on any of the Council's short stay car parks.
  2. Season Tickets do not guarantee a parking space being available.
  3. No refunds will be made on unexpired periods.
  4. Failure to display a valid Season Ticket or use in a short stay car park will lead to a Penalty Charge Notice being issued as detailed in Wychavon District Council (Off - Street Parking Places) (Consolidation) Order 2004
  5. An administration fee of £10 will be charged for replacement or lost tickets.
  6. An administration charge of £10 will be made for changes to vehicle details/amendments to address details.  Passes must be returned to Wychavon District Council for amendment.
  7. One ticket only per household.
  8. Only available to residents of Wychavon.
  9. To be used by the ticket holder only.
  10. Abuse of the Season Ticket by persons under the age of 65 who use the pass will result in a Penalty Charge Notice being issued.
  11. Misuse of the Season Ticket will result in cancellation of the ticket.
  12. The Council reserves the right to vary all Season Ticket prices.

Application forms must be returned to the Civic Centre, Pershore with the appropriate fee and requested documentation.

The amount payable on Penalty Charge Notices (PCN) is dependent on the severity of the offence - please see charges below:

  • Higher tariff for more serious contraventions - £70
  • Lower tariff for less serious contraventions - £50
  • Discount rate if paid within 14 days - £35/ £25

The regulations, which are applicable to both on-street and off-street parking, aim to make parking fairer, more transparent and provide motorist with a consistent service across the country.
