Buying groups for heating oil and LPG

In 2011/12, we set a promise to enable communities to build resilience through promoting bulk purchasing of heating oil and liquefied petroleum gas (LPG) for households not on a main fuel supply. In the autumn of 2011, we ran a series of local communities energy events to promote the concept to parish councils and wider rural communities. 

If you're considering setting up or becoming part of a buying group, you may find the information and contacts below useful.

Why do it?

  • It's cheaper - discounts for volume orders and shared delivery.
  • Fewer goods vehicles - less vehicles in your village and less carbon dioxide.
  • Social cohesion - working together to benefit the community.

Quick tips to setting up a group

  • Get interest from other people – social networking, ring rounds, door knocking are all good ways to gauge interest.
  • Work out how and who will administer the group and what policies you'll have.
  • Establish good communication – website, email and/or phone.  
  • Minimum order volumes – need to be checked form the outset.
  • Accepting deliveries – who will be around?
  • When to buy the oil? Will you buy at a fixed time or watch the market? Seasonal trends - it tends to be cheaper to buy in the summer – coordinators should encourage buying then rather than in the more expensive winter months or buying in say November rather than December.
  • Safe deliveries – suppliers will need all household details to make safe deliveries – details can be collected through the registration process.

Community First oil buying scheme

Community First has set up a community oil bulk buying scheme to help people living in rural communities reduce their fuel bills. You can join as a new member or as part of an existing oil buying group.

Community Right to Challenge

The Community Right to Challenge was established by the 2011 Localism Act; it came into force in June 2012.  The right allows voluntary and community groups, charities, parish councils, and local and fire and rescue authority staff to bid to run council services where they believe they can do so differently and better. 

Groups, classed as ‘relevant bodies', can submit a written expression of interest to us to bid to run one or more of our services. Relevant bodies include:

  • Voluntary or community organisations
  • Charities
  • Parish and town councils
  • Two or more employees of the relevant authority.

We will consider and respond to expressions of interest. If we accept an expression of interest, we will then carry out a procurement exercise for that service. The challenging body and other interested parties can bid for the contract to run that service. The successful bidder will take over delivery of the service.

We already operate a mixed economy of service delivery at Wychavon, with a combination of outsourcing to the private and voluntary sectors, shared services and direct in-house service provision. We have already said that if communities feel we can improve how we deliver our services in any area then we are happy to discuss this with them. We will always have an open mind about the most efficient ways of providing services.

Our arrangements for responding to expressions of interest under the Community Right to Challenge are set out below: 

  • We will accept expressions of interest at any time.

  • Expressions of interest must include the information set out in paragraph 4.2 of the Community Right to Challenge Statutory Guidance. Following receipt of an expression of interest we may ask the relevant body to demonstrate that it meets the definition of a relevant body. Read the Community Right to Challenge Statutory Guidance
  • We will acknowledge receipt of an expression of interest within 30 days.
  • We will notify the relevant body of our decision about an expression of interest within 12 weeks of receiving it.
  • If we accept an expression of interest, we will start a procurement process in no less than three months and no more than six months.

E-tendering portal

We use the e-procurement portal known as the Proactis ProContract portal to conduct our procurement exercises.

The procurement portal enables all registered suppliers to receive email updates on new contract opportunities and express an interest without being an approved supplier. 

If you have not already done so, please complete a quick registration process on ProContract to receive notifications and be able to express an interest in any opportunities. During the initial registration you will be required to choose which category you are interested in supplying. When an opportunity is published within that category, an email will be sent advising you that a new opportunity is available.

If you already have an existing supplier account registered with ProContract, please ensure you update the regions of interest settings (so you receive emails about new opportunities in the area specified) to include Worcestershire (UKG12) against any existing workgroups. If you are unsure how to update these settings, please speak to the helpdesk using the contact details below.
